Good evening. Here's the start of tonight's briefing. 
1. Security tightened across Europe, and a dragnet expanded to include a second fugitive who may have participated in the devastating attacks on Paris. And the authorities in France and Belgium, where several of the attackers and the presumed architect were from, pieced together more of the plot and grappled with their own security failures.
2. Debate sharpened in the U.S. over the possibility that accepting Syrian refugees could open the door to Islamic State operatives. The newly inaugurated House speaker, Paul Ryan, called for a refugee resettlement program to be suspended, while at least half the governors in the country said they opposed allowing refugees into their states. Two influential senators renewed the push to authorize a military force to fight the Islamic State.
